URC7965: Why is there a delay of 3 - 5 seconds everytime I want to use my PS3?

This is normal. When the Smart Control PS3 is not used for a while, it will disconnect the Bluetooth connection to preserve power.
When you press a key it will re-establish the connection, which will take a few seconds to work again.
